The part almost nobody explains: since 26 September 2024, ESDC has refused to process low-wage LMIA applications at all in major cities where unemployment sits at 6% or higher — with narrow exceptions for primary agriculture, health care, construction and some food processing. For the quarter running 10 July to 9 October 2026, that’s 26 census metropolitan areas where the low-wage route simply isn’t available, though eight regions — including Halifax, Winnipeg and Regina — were removed from the list this round. This isn’t employer reluctance; in a lot of urban Canada it’s now a hard legal wall.

The caps that apply even once it’s approved

Even a successful low-wage LMIA comes capped: generally no more than 10% of positions at a single worksite may be filled by low-wage temporary foreign workers (a temporary 15% allowance applies to some rural employers outside major cities from 1 April 2026 to 31 March 2027), and the resulting work is generally limited to one year.

The one rule protecting the worker, not the employer

Whatever else changes, this doesn’t: it is illegal in Canada for an employer or a recruiter to charge a worker for a job or for an LMIA, and Ottawa holds employers responsible for the actions of recruiters working on their behalf. Any site asking a South African applicant to pay for “LMIA sponsorship” is describing a scam, not a shortcut.
