Ontario Masters and PhD Graduate Streams Closed — What Postgraduates Do Now
By 30 May 2026, Ontario masters and phd graduate streams closed for good under Regulation 47/26, revoked along with eight other former OINP streams. A South African finishing a master’s degree in Toronto that year, who spent the last year of study planning around Ontario’s Masters Graduate stream, ended up with a study plan built on a revoked Ontario stream without realising it.
What the two streams used to offer
Masters Graduate and PhD Graduate were two of Ontario’s former Express Entry-linked and non-Express-Entry nominee streams, built specifically for people who’d completed postgraduate study at an eligible Ontario institution. Their appeal was structural: a route that didn’t require a job offer the way most PNP streams do, aimed squarely at international students the province had already invested in educating.

Ontario’s official invitations page lists 30 April 2026 as its most recent round, and every round on that page — including the last rounds under Masters Graduate and PhD Graduate — belongs to the old, closed stream lineup. Nothing has been drawn under either stream since. If your plan assumed a future intake, there isn’t a scheduled one; both streams are permanently closed rather than paused.
What replaced them, and why it doesn’t map cleanly onto graduate study
The single replacement, the Ontario Workforce Priority stream, launched 26 June 2026. It works on a fundamentally different logic: an employer initiates the nomination, scoring candidates against 11 factors including work region, wage, Ontario work experience and language proficiency. There’s no dedicated postgraduate lane inside it — a master’s or PhD from an Ontario institution earns points under the education-level factor, but competes on the same grid as everyone else and still needs an employer willing to nominate.
What actually changed for graduates
Practically, three things changed at once. The no-job-offer route is gone, since Workforce Priority requires employer initiation. The reduced experience threshold for recent Ontario graduates that the old streams offered doesn’t have a confirmed equivalent under the new one; Ontario hasn’t published graduate-specific work-experience terms for Workforce Priority. And Ontario’s proposed “Phase 2” redesign reportedly includes streams aimed at exceptional talent and other priorities, but Ontario itself has published no criteria and no dates for any of it — treat anything describing Phase 2 specifics as speculation from law firms and immigration media rather than confirmed Ontario policy.
Looking outside Ontario
Other provinces still operate international-graduate or no-job-offer categories, though eligibility criteria and available occupations differ significantly by province and change often enough that a specific claim here would likely be stale within months. If a no-job-offer route matters to your plan, check the current PNP pages for the specific province you’re considering directly.
The practical move if this was your plan
Don’t build anything further on Masters Graduate or PhD Graduate specifically — they’re revoked, not paused. Look instead at whether Ontario Workforce Priority is realistic given your employer situation, and separately at whether Express Entry itself, through the federal Canadian Experience Class, offers a path your Canadian study experience already qualifies you for.
