Myth: a record-low cut-off means the bar dropped for everyone
It’s tempting to read a headline number like 169 as evidence that Express Entry has generally gotten easier to clear. It hasn’t. Canadian Experience Class cut-offs sat between 507 and 521 through the same period, moving within a narrow band that never came close to the physicians category’s numbers. Provincial Nominee Program rounds cleared between roughly 700 and 805, before even subtracting the automatic nomination bonus. Nothing about the physicians category’s low bar touched either of those numbers.
Why some cut offs are much lower than others
Because each category, program and round draws from a completely different, non-overlapping pool of eligible candidates. Only a small number of people worldwide hold a year of Canadian work experience as a family physician, surgeon, or clinical and laboratory medicine specialist — the three occupations this category covers. With so few eligible candidates competing for 391 spots, the cut-off needed to fill the round was always going to land low. A category open to hundreds of thousands of candidates, like Canadian Experience Class, works under entirely different arithmetic.

Two rounds under the same category, both landing well below anything else recorded since 2022, isn’t a coincidence — it’s what happens whenever a category has an unusually narrow, hard-to-qualify-for occupation list. The same logic explains why French-language proficiency draws have also run cut-offs in the 330s to 400s: a smaller eligible pool relative to the invitations on offer produces a lower bar, regardless of which category happens to be in question.
