Why Canada's Caregiver Pathways Keep Closing Before You Can Use Them
On 19 December 2025, IRCC published a single line that undid a promise a lot of prospective caregivers had been holding onto: the Home Care Worker Immigration pilots would not reopen in March 2026 as expected. Intake would stay paused, with no new date given. The second replacement wave — closed in 2024
Next came the Home Child Care Provider Pilot and the Home Support Worker Pilot. Both are also now marked closed, with a last day of 17 June 2024.
The current pilots — on pause, with no reopening in sight
The Home Care Worker Immigration pilots replaced those. They carry an annual cap of 2,750 applications per pilot, and in December 2025 intake was closed for the remainder of the pilots' duration, which runs 2026 to 2030. The 19 December 2025 notice is explicit that this pause means the March 2026 reopening will not happen. Applications already submitted before the pause continue to be processed — this is specifically about new applicants rather than people already in the system.
